Eskom is expanding its monopoly in the distribution of electricity in a way that will see an increasing number of municipal customers pay higher municipal tariffs while being served by Eskom. This is done through Distribution Agency Agreements (DAAs), which entail the appointment of Eskom as an agent to manage the electricity function in a municipality.
