Pakistan's Budget 2026-27, for instance, proposes huge allocation for highways, motorways and other connectivity projects in the name of economic growth and development. As a result, new highways remain delinquent in effectively connecting new roading projects with economic growth and enhanced productivity. This suggests that a complete reliance on context-based knowledge in planning is necessary to achieve economic growth from highways investment. This is one way of incorporating phronesis or practical wisdom in highways planning and policy processes. The same needs to be reversed before expecting economic development from new highways.
