MANILA, Philippines — Tropical cyclone Luis weakened into a low pressure area (LPA) on Monday evening, August 3, but it is still expected to bring heavy rains across the country on Tuesday, August 4, along with another LPA, the country's weather agency said. In its 11 p.m. bulletin, state weather bureau PAGASA said Luis weakened into an LPA at around 8 p.m. on Monday while in the vicinity of Peñablanca, Cagayan. However, the two LPAs are expected to bring cloudy skies with scattered rains and thunderstorms to Ilocos Region, Cordillera Administrative Region, Cagayan Valley and Central Luzon. One tropical cyclone, meanwhile, remains outside the Philippine Area of Responsibility as of 3 a.m. Tuesday.
