In Pangasinan, heavy rains brought by Luis triggered flooding in several towns and cities, slowing traffic and prompting authorities to closely monitor vulnerable communities. Floodwaters in the area could rise above waist level when heavy rains continue, according to residents. The barangay council advised residents to avoid going near the dam and nearby rivers as authorities continued to monitor the situation.
