As is true for every social issue, addressing the root cause of the problem is more imperative than attempting to eliminate the crime itself. The plan currently relies on mapping, profiling and socioeconomic assessment of beggars - but accurate reporting will demand adequate resources as well as time. Moreover, vocational training is promised for women, children and transgender persons but Pakistan's vocational training infrastructure has failed even those who were never destitute. Ultimately, the intent is commendable - and comprehensive when executed alongside the Vagrancy Act. But 'executed' is an important factor here, upon which relies the entire outcome of this plan.
