Senators Robin Padilla, Raffy Tulfo, and Alan Peter Cayetano emerged at the top of the list of voting preference for the 2028 senatorial elections, OCTA Research said Wednesday. Padilla had 53.9%, Tulfo had 47.4%, while Cayetano had 45.4% in the hypothetical 2028 senatorial preference list based on the Tugon ng Masa noncommissioned nationwide survey for the second quarter of 2026 conducted by OCTA Research. The group also said some individuals who were initially considered to be included in the list were removed at their request. OCTA Research further said: "The findings should not be interpreted as a forecast of the 2028 senatorial election. Rank ranges are reported because candidates with close percentages may be statistically tied within the survey's margin of error."
