Lukoil "informs that it signed an agreement with US investment company Carlyle on the sale of LUKOIL International GmbH ", Russia's second-biggest oil producer said, adding that the deal excluded assets in Kazakhstan. As the war grinds through another bitterly cold winter, Russian strikes damaged an apartment block Wednesday on the outskirts of Kyiv, killing two people.
