Rowan Meyer, from Ovingdean, frequently visits his friend Barry at Napier House in Brighton and parks in one of a number of disabled parking bays in St Martin’s Place. He said he displays a permit and disabled badge. Rowan said that on all three occasions on which he was fined he had displayed his disabled badge and a visitor’s permit given to him by Barry. The fines listed the contravention reason as “vehicle not pre-authorised (No E-permit)” despite the fact that the sign gave the option of displaying a valid permit. “The contravention is ‘the vehicle is not preauthorised’ – but a visitor’s car would never be preauthorised,” Rowan said.
