TALLINN - The Estonian Employers' Confederation and the Estonian Chamber of Commerce and Industry welcome the government's plan to create an exemption for recruiting skilled employees from abroad in sectors facing labor shortages. In addition to the state, labor market stakeholders, employers, and trade unions participate in OSKA's work. Furthermore, there is a requirement to pay skilled workers at least 0.8 times the Estonian average salary. According to labor market analysis by OSKA, the demand for foreign labor in Estonia is expected to grow over the next decade. Each year, there is a shortfall of approximately 1,400 top-level specialists and 700 skilled workers, a need that cannot be met by graduates of Estonia's current education system.
