Image Credit: SUBMITTED/RCMPA BC sex offender once deemed an "extreme risk" to the public is suing the province for years of alleged emotional, physical and sexual abuse he endured while in foster care. "The (Ministry) failed to provide the (brothers) with the adoption service and assessments they were entitled to," the notice of claim read. "Instead, the (brothers) languished in foster care and suffered extensive abuse and neglect at the hands of their foster parents." The court document said he was a vulnerable child in care and needed special care to stop him from becoming an offending adult.
