During a recent panel on Gaza and human rights held in Bangkok, I was asked whether the destruction of Gaza represents a watershed moment for the twenty-first century. Gaza has become a symbol both of Western hypocrisy and of its victims’ recourse to human rights and international law as a final forum of appeal for collective deliverance. What becomes of democracy, human rights, and moral responsibility in the face of all this? Among the tragedies of the ongoing destruction is the apparent repetition of an ancient pattern, an eternal return of history from which Gaza cannot seem to escape. According to a World Health Organization database, more than two-thirds of all global attacks on health care were perpetrated in Gaza and the West Bank since October 7.
