The Constitution (Andaman and Nicobar Islands) Scheduled Tribes Order, 1959, specifies only these two tribes as STs for Great Nicobar Island. They conclude that “it has been unanimously resolved” that land measuring 166.10 sq m, including forest land of 130.75 sq m, may be diverted for the project. The proceedings record that Great Nicobar Island is “the habitat of forest dwelling scheduled tribes ‘SHOMPEN’ and ‘NICOBARESE’”. Interestingly, the government had, through the NITI Aayog, commissioned a report in 2019 by Vishvajit Pandya, the founder and honorary director of the government’s Andaman and Nicobar Tribal Research Institute, to ascertain the views of the tribal people about the Great Nicobar project. Yet, this is the piece of paper that the government produces today as evidence that the rights of the Shompen and Nicobarese have been settled ahead of the Great Nicobar project.
