Voting is meant to hinge on more immediate issues such as unemployment, inflation, high taxes, or poverty. What if political players are able to manipulate the instruments of the state to subvert the very process of voting? The range of charges against the present Election Commission of India (ECI) point to just such a dislodging. Large-scale duplications, deletions, and inventions in the voting rolls point to elections being rigged—or “stolen”—on a scale hitherto unimagined. But when the moral legitimacy of an election is removed, the political legitimacy of the government in power is called into question.
