West Yorkshire Police are supporting national initiative Operation Spotlight, which runs until October 5.
The statistics also show that male car drivers aged 17 to 24 are four times more likely to be killed or seriously injured compared with all drivers aged 25 or over.
Roads policing officers will be working to educate motorists and enforce safe driving practices, conducting high-profile patrols and roadside stops.
Sergeant Jonathan Pickard, of the West Yorkshire roads policing unit, says: "We’re committed to making our roads safer for everyone, and that starts with tackling the behaviours that put lives at risk.
