Harris County Judge Lina Hidalgo and Precinct 1 Commissioner Rodney Ellis said the increase in COVID-positive inmates is further reason to lower the jail population by releasing more inmates awaiting trial for nonviolent felony offenses. He cited research linking 16 percent of Illinois COVID cases to an outbreak at Chicago’s Cook County Jail and said a renewed jail outbreak could fuel Harris County cases if more jail inmates are not released.
