Local ‘reparations’ plans make promises they can’t keep

In our work, we have been specific about the appropriate contours of a plan for Black reparations, emphasizing that such a plan must prioritize elimination of the wealth gap between Black Americans who are descendants of persons enslaved in the United States and white Americans. The $600 billion needed to close the racial wealth gap is more than twice the state’s current $260 billion budget. In Pennsylvania, an estimated 1.3 million eligible Black recipients would need to receive $390 billion to eliminate the gap, but the state’s budget is closer to $40 billion.
