She holds a master’s degree in sport psychology from the University of Wisconsin-Milwaukee and a Ph.D. in educational psychology from Northern Illinois University. Fay is a two-time graduate of Oklahoma City University where she earned a bachelor’s degree in dance performance and a master of fine arts degree in dance. She received a master of public policy degree from Duke University, and returned to Harvard University to receive a Ph.D. in government.
