Not much has changed for North Carolina’s government at face value since Democrat Josh Stein officially assumed the governor’s office Jan. 1: Democrats still maintain the governorship and Republicans their 14-year majority in both houses of the N.C. General Assembly. For 12 of those years, the state government operated as a Democratic trifecta, meaning the party had control of the executive branch and both chambers of the state legislature. Cooper faced a Republican-controlled NCGA for all eight of his years as governor, with the number of vetoes skyrocketing after he took office — rising from just three during the 2015-16 legislative term, which saw a Republican trifecta, to 28 vetoes in the following two years.
