Study: Tower offers city huge tax benefit

Developers of the proposed 31-story tower at 605 Davis St. in downtown Evanston say the building will generate 39 times the property tax revenue its vacant lot does now.
An economic impact study produced by Jonathan Perman of The Perman Group, a consultant for the developers, says the tower would produce $2.3 million in 2027 revenue to the city from construction-related fees.
That would see property tax payments gradually increase over a 30 year period, with payments starting at $581,000 in 2031 and totaling a combined $66.7 million by 2056.
In 2024, the property tax bill on the now vacant parcel totaled $21,450 — projected over 30 years, that would add up to $643,500 — or about 1% of the tax revenue projected from the high-rise development.
The project is scheduled to be discussed by the city council’s Planning and Development Committee on Sept. 29.
