The City of Evanston is considering an expansion to the recently reworked Inclusionary Housing Ordinance as part of the city’s strategic housing plan, according to the initial draft released last week. One of the proposed goal objectives calls for the city to “Strengthen the inclusionary housing ordinance to maximize affordable unit creation,” something the draft identifies as a “short-term” objective. “Looking ahead, the City will explore extending the minimum affordability commitment and may also explore taking a small equity stake in Inclusionary Housing Ordinance projects,” the draft says. Under the ordinance’s current rules, developers can also pay a fee to avoid building the affordable units altogether, which contributes to the city’s affordable housing fund for future housing projects. Juan Geracaris (9th) told residents gathered to discuss the draft plan that the city needs to be “tactical” in what includes in the strategic housing plan.
