Winnipeg police say two foster parents are facing charges after allegedly abusing children in their care. The child was reportedly taken to hospital in critical condition and sustained life-altering injuries. The WPS child abuse unit took over the investigation and learned that between Sept. 17 and 18, the child who was critically injured did not receive immediate medical attention.
