"Dr Starling said a range of factors could lead to aggressive behaviour, and that any investigation should examine how the dog was socialised. "This was an horrific incident that has resulted in the death of a young girl who had her whole life ahead of her," he said in a statement. "NSW has strong dog control laws to prevent attacks and improve the safety of our communities. "The government is currently reviewing the Companion Animals Act 1998 alongside recommendations from recent coronial inquests into fatal dog attacks in NSW."
