The weather is irrelevant. If it's snowing, raining, bright and sunny or the middle of the night, you ALWAYS drive at a speed that allows you to stop in time for something within your visual range (and at or below the speed limit). If you can only see 100 yards, then you drive at a speed that you can stop at in less than 100 yards. Otherwise, you crash, it's as simple as that.
