WASHINGTON — Democratic attorneys general have updated their complaint against the Trump administration in a lawsuit over whether the Federal Emergency Management Agency can refuse to spend pre-disaster mitigation grants approved by Congress. The attorneys general wrote in the new filing that FEMA hadn’t made a single award to the Building Resilient Infrastructure and Communities program between April 2 and Aug. 25. Over the past four years, FEMA has selected nearly 2,000 projects from every corner of the country to receive roughly $4.5 billion in funding,” they wrote. But that didn’t appear to sway the Trump administration to reverse course and allocate the funding that had been approved by Congress. Communities across the country are being forced to delay, scale back, or cancel hundreds of mitigation projects depending on this funding,” they wrote.
