The workers, known as Civil Enforcement Officers, are employed by APCOA, a private company that manages parking services on behalf of Bromley Council. GMB, the union representing them, says APCOA’s latest pay offer of £12.71 an hour is too low, particularly with the rising cost of living. A consultative ballot is a non-binding vote that the union uses to see if members support industrial action before moving to a formal strike vote.
