Not sure I agree with Quiggin's final pararaph. I think the RBA has an argument that raising the target could be seen as a reaction to not being able to achieve the lower target. So if they set it at 4% next time it is 5% the market might not trust their resolve. If they make a change in calmer times, this is not a risk.
I am not sure if Quiggin has any evidence that they would not change the target in future. I guess you and he know the types who would make this decision and whether they are good faith actors.
