Well, his other point is that when the target has been met, the real immediate upside of a higher target will be gone so no-one will want them to raise it. I think it's quite a good argument. And the RBA has plenty of credibility that it meets its target which it's done since it emerged in the early 1990s. It's taking its time to get back there, but so too are other central banks. So long as the RBA remains independent, why would you question their resolve?
