Depends on what you mean by 'good faith actors'. None of them would think of themselves as anything but that — folks trying to do a good job rather than a bad one. But their notion of 'good faith' is also freighted with the duty to be a sound chap. Long-serving bureaucrats are rarely imbued with the capacity for much original thought or even critical appraisal of the strengths and weaknesses of their own position. It's why I was such a fan of Andy Haldane — who stood out as a prominent beacon of these qualities.
And of course was not asked to be the Governor of the Bank of England!
