Perhaps the most significant driver for government agencies not doing accessibility properly is because of their indifferent and intransigent leadership.
Chances are, your attitudes towards and the advice you receive about digital accessibility from those you trust are either wildly ill-informed or nakedly self-serving or both.
Doing accessibility properly is about culture change and not all about costs and code.
If you're not proactively directing your staff to change delivery processes to integrate accessibility and initiating changes in attitudes to and awareness of the needs of people living with disability in the community , then you are failing as a leader.
