Everyone Active, which runs Watford Leisure Centre – Central, has confirmed that a number plate registration terminal has been installed inside the gym by the reception.
It said: “Historically it has operated as a pay and display car park, where drivers of vehicles parking would purchase or claim a free ticket from the machine located within the car park, to display within their vehicle.

"To seek to deter this the leisure centre implemented a keypad on the exit barrier, for vehicles to exit, with the number available within the leisure centre.
“Unfortunately, this system was still abused by non-leisure centre users, who would take advantage of the free parking option."
