As part of recommendations that will be put to Oxfordshire County Council next month, councillors will be told Oxford City Council cannot apply to alter street lights in its area.
Oxfordshire County Council operates 60,000 street lights overnight across the county, and switching them off completely would save £400,000 a year.
"Street lighting is not a luxury, it is a cornerstone of public safety.
Feedback received by the county council from women suggested real concerns about their safety at night.
Sean Rooney, head of maintenance and road safety at the county council, said in a report there is "no evidence" to suggest statistical significant effects on women's safety.
