Officials filed a petition Thursday seeking a $4.1 million refund from the D.C. government, claiming the city significantly overvalued a University-owned property at 600 19th Street NW.
Officials claim that the D.C. government assesses similar properties at their market value, while OTR set this property’s value higher.
Underestimating vacancies — therefore overestimating rent generated from the property — caused the property value to be inflated, according to the petition.
D.C. has an office vacancy rate of 22.6 percent as of Quarter 2 of 2025, according to The Global Commercial Real Estate Services.
The petition claims these factors have all driven down the value of the property, which OTR failed to consider.
