The "study" is mostly a way to route transit cash and more empty promises. On Monday, city leaders kicked off a new study to explore the possibility of bringing the free rail system right into the heart of 18th & Vine. The feasibility study for a streetcar expansion was voted on and approved by the Kansas City Streetcar Board earlier this year.
