BISMARCK — North Dakota lawmakers are moving forward with a study on the impact of term limits despite concerns from some legislators that it's unnecessarily costly and offers little return. Term limits were enacted through a citizen-initiated measure passed by voters in 2022. Critics say the rapid turnover rate caused by term limits will result in a loss of institutional knowledge that will hurt the state. Term limits will create a minimum of 25% turnover in the Legislature every two years, according to Senate Majority Leader David Hogue, R-Minot. Garty’s proposal focuses on community surveys and focus groups to gauge the public’s understanding of term limits.
