Among those indicted is the man accused of shooting a Morgan County Sheriff’s deputy in late July of this year. Daniel A. Feigley, 25, of Fallings Waters was indicted for burglary, domestic battery and destruction of property. Nicholas C. Hess, 34, was indicted for kidnapping, strangulation, domestic battery and brandishing a deadly weapon. Richard S. Payne, 62, of Berkeley Springs was indicted for fraudulent schemes. Krystal A. Smith, 40, of Berkeley Springs was indicted on two counts of driving while her license was revoked for DUI, third offense.
