I wonder how Tower Hamlets council feels after saving the site from redevelopment. Perhaps they should have allowed the 46 flat complex after all and it's likely that that is now what we will see on the site.

That's an excuse. Brexit has affected the 'night time industry'? How exactly? Some argued that Brexit would actually benefit pubs and clubs.
Yes, many businesses have been affected by the pandemic, they haven't all closed. The 'cost of living crisis' is a recent phenomenon, it's unlikely to have had a measurable effect, so this is probably just lazy writing, the 'let's blame it on...' syndrome.
The most likely reason? The 'leather' bar and club scene, in the UK, is dying, perhaps dead and that's more likely to be a cultural shift. The fetish scene has fragmented, from leather, and rubber, to hi-viz and 'scally', pups and handlers, bears, guys in suits (catered for by Backstreet) and I don't know what else. A friend remarked (lazily blaming it on?) it's all SBN (stark bollock naked) now, and I can understand that, no expensive fetish gear to buy, and perhaps less judgement from the stand and model set. The leather 'scene' has become a circuit party, Manchester Leather Weekend, BLUF nights, Folsom Europe, and leather pride events around the USA. Perhaps leather is now seen as too upper middle class, and we can't have that.
