In its rail consultation, we expected key questions to be answered. If Great British Railways (GBR) is going to work, it must let the wider industry play an active role in shaping the rail sector. ORR would no longer approve access or direct the sale of access rights for the GBR network, nor set standard access terms for GBR. Early indications of how the new government views competition challenging GBR operations is not good. Without knowing the details of how GBR will operate, and how it will interact with the regulator, the industry is left in a state of uncertainty.
