Police said Franklin, 45, was killed in a shooting in a Southeast Portland bar on Thursday, Sept. 18, 2025. Another man playing video poker inside the bar was shot in the leg and sent to the hospital, the affidavit said. Portions of surveillance footage inside the bar showed Lewis and Franklin standing about 15 feet apart and talking, the affidavit said. When Franklin moved closer, the footage showed Lewis taking out his gun and firing multiple shots at him, the affidavit said. Footage showed Franklin running out of a back door as Lewis followed and continued to fire, the affidavit said.
