Crews have torn up Freya Street from 13th Avenue to 21st Avenue. Trudy Huggins lives on Freya Street and said drivers are now using other streets at high speeds. “Just a lot of people, going really fast down here. So yeah, the whole behavior has changed,” Huggins said. City officials said there are no plans to tear up Freya Street again in the next few years for water main work.
