Not to be hitting unfairly on Qatar, it brings to mind the Florida Sunshine Laws. Fast forward to Florida in the times of COVID and there is not a mention of the Florida Sunshine Laws. Some of the Sunshine Laws have been amended, to protect Law Enforcement and court officials. Most of the Sunshine Laws are now just ignored. Having a police force on the city and county level which will enforce laws as written is another.
