In order to sell RRUs as ITMOs, the program would have - to my knowledge and understanding of the rules - meet the criteria and requirements of Art. 6.2 PA and the A6.2 Guidance which bring into existence ITMOs. Only if the Suriname REDD program meets the requirement of a cooperative approach, it can generate ITMOs. Note also that the question whether avoidance credits can be transacted under Art. 6.2 PA remains contested.
