It's well known that sêxual predators tend to be serial repeat offenders. It's not clear whether the current laws are ineffective at dealing with them, or whether it's the court system that allows them the freedom to repeat their offenses. Either way, criminal justice reform is needed for these and other repeat offenders if we're ever going to reduce crime in in our country.
