WASHINGTON — The White House budget office moved Friday to yank nearly $5 billion in foreign aid already approved by Congress in a controversial maneuver meant to bypass lawmakers.
“It is deeply alarming, plainly illegal, and a blatant abuse of power,” Boyle said.
“Congress approved this funding on a bipartisan basis, and the Constitution is clear: it is Congress—not the President—that holds the power of the purse.
The first, which Congress approved, yanked $9 billion in congressionally approved funding.
It also clawed back $8 billion of foreign aid.
