I don’t know anything about this type of treatment. However based on Oregon’s failure to properly implement measure 110 I would say no. The “idea” may have some merit, but the reality may cause more harm than good. People vote for these things based on the idea- yet look at the reality of decriminalizing drug use; increases in crime, homelessness and drug OD deaths. Shame on you Oregon!
