He saw something and made his observation public. To him, certain things are never done. You don't deprive a whole community of an essential facility, such as an open space with inestimable benefits to the residents of Ikeja GRA. There should be a quick rejoinder to the article from the regulatory physical planning agencies mentioned in the piece. They should let the readers know the justification for the sudden conversion of the recreational space to residential development. The public needs to hear their story to get further readers' comments on the article. This is to avoid a situation where public judgment runs ahead of available facts. When the facts are provided, the public can question them if the reasons are not plausible.
