The European Union and India established their Strategic Partnership in 2004, but tangible achievements have been limited and often based on overly optimistic expectations. In 2005, the EU-India Joint Action Plan (JAP) for the Strategic Partnership was adopted and three years later, in 2008, the Plan was updated.
