Kentucky State Police Electronic Crime Branch have arrested a Webster County man on charges related to child sexual exploitation offenses. At approximately 12:12 p.m. Tuesday, KSP arrested Joseph Lee Kellems, 32, after an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect procuring a minor online. Kellems is currently charged with two counts of promoting / procuring use of a minor by electronic means. He was lodged in the Webster County Detention Center.
