Penrith City Council is assessing a Development Application (DA) to use the first floor of the old Stafford Street Medical Centre as shop top housing. “The change of use from a medical centre to shop top housing remains consistent with the objectives of the zone being that: It provides for the housing needs of the community,” the Statement of Environmental Effects (SEE) attached to the DA said. “Similarly, the proposal is not expected to result in any visual or noise impacts on adjoining properties, noting that no external building alterations are proposed and the development will operate within an established mixed-use commercial environment.”
