Boy, we sure do love to throw around the word transparency. Let me say this before I go any further: I believe leaders genuinely believe in transparency. I don't think people in leadership wake up every morning thinking about how little information they can give everybody else. Chief Larry Burns had used the word "transparency" several times while describing what the department was doing in the scenarios. But if we're going to make those decisions — and I believe leadership must — leadership should own them.
