Buckinghamshire Council’s planning report confirms that the work has already taken place and the former garage has been converted into an independent one-bedroom dwelling. The proposal must be considered by the Central and North Buckinghamshire Area Planning Committee because Cllr Gomm is a serving Buckinghamshire councillor. The council’s report states: “In accordance with the council’s constitution, such planning applications must be determined at the relevant area planning committee to ensure openness and transparency.” Cllr Gomm is himself a member of the Central and North Buckinghamshire Area Planning Committee, as well as the Strategic Sites Committee. Although the site lies outside Granborough’s settlement boundary, officers concluded that converting the existing building would comply with policies governing rural development.
